I strongly advocate for the inclusion of the Institute of Cost Management Accountants of India (ICMAI) in the definition of "accountant" in the Income Tax Bill, 2025. This long-pending change is a well-deserved recognition for Cost Accountants (CMAs) and their essential role in India’s financial system.

For years, ICMAI professionals have made invaluable contributions to cost management, financial analysis, and strategic decision-making. Cost Accountants have played a pivotal role in ensuring businesses, government entities, and organizations comply with tax regulations, optimizing financial operations, and promoting transparency. However, their exclusion from the "accountant" definition in the Income Tax Act remains an unresolved issue that needs urgent attention.

Incorporating ICMAI members under the definition of "accountant" would not only acknowledge their significant contributions to the economy but also align India’s tax framework with global standards. Many countries recognize a diverse array of accounting professionals in tax matters, and India should do the same, recognizing the expertise of Cost Accountants in managing taxation and financial reporting.

This change is long overdue and vital for the continued development of India’s financial and tax systems. It will enable Cost Accountants to have a more substantial role in ensuring tax compliance and fostering greater transparency and accountability within the Indian tax structure.

I strongly urge the government to include the Institute of Cost Management Accountants of India (ICMAI) as part of the definition of "accountant" in the Income Tax Bill, 2025, as this is a long-pending and rightful recognition for Cost Accountants (CMAs).

The ICMAI has been an integral part of India’s financial and economic landscape, with its members providing essential services in cost management, financial analysis, and strategic financial decision-making. CMA syllabus covers all the provisions of Direct taxation. Students need to have in depth knowledge relating to income tax. Hence, CMA should be included in the definition of accountant.
