RAJ BHAGAT Student Kolkata The proposed Income Tax Act 2025 unfairly excludes Cost Accountants from the definition of "Accountant" under Section 515(3)(b) despite having similar qualifications and expertise as Chartered Accountants.

1. Same Syllabus & Competency: The curriculum of ICAI (CA) and ICMAI (CMA) covers Financial Accounting, Taxation, Auditing, and Corporate Laws, proving both professions possess equal expertise.


2. Recognition in Other Laws: Cost Accountants are already authorized for audits under GST Act 2017, Companies Act 2013, and Banking Audits, yet they are unfairly excluded from tax audits under the Income Tax Act.


3. Ignored Parliamentary Recommendations: Various Parliamentary Standing Committees (2012, 2015) have recommended expanding the definition of "Accountant" to include Cost Accountants, but these recommendations have been overlooked.


4. Monopoly & Revenue Leakage: Restricting tax audits to only Chartered Accountants creates an unfair monopoly, leading to revenue leakages, as highlighted in the CAG report (2014), which found cases of incorrect tax audits by Chartered Accountants.



Request: Amend Section 515(3)(b) to include Cost Accountants as "Accountants" in the Income Tax Act 2025, ensuring fairness, professional equality, and better tax administration.

Biswadeep Mukherjee Student Chandannagar, West Bengal As an emerging CMA Aspirant, I would like to say that we as CMA's learn & share equal values to our clients just as CA's do ,in terms of accounting, taxation, auditing, consultancy & other financial services .But since we are not allowed to participate in few jobs which CA are only eligible ( like Tax Audit, Bank Audit, Finalization of Accounts, etc..) doesn't means that we do not hold the right to be called as accountants.
So it is my kind request to the Parliament to do look over in this matter & provide us with the needed justice.

The Cost and Works Accountants Act, 1959, enacted by Parliament, recognizes the Institute of Cost Accountants of India (ICMAI) as a statutory body regulating the profession of Cost and Management Accountancy. Additionally, The Companies Act, 2013, assigns significant responsibilities to Cost Accountants, including cost auditing, compliance reporting, and corporate governance. Given such legal recognition, excluding them from the definition of "Accountant" in tax matters is unjustified.

I am writing to express my strong support for the inclusion of Cost and Management Accountants (CMAs) as recognized accountants under the Income Tax Act. CMAs possess in-depth expertise in financial management, taxation, cost auditing, and compliance, making them highly qualified to contribute to the tax system effectively.

Recognizing CMAs as accountants under the Income Tax Act will:

1. Enhance the efficiency and accuracy of tax compliance and reporting.


2. Provide businesses, especially MSMEs, with cost-effective professional expertise.


3. Strengthen the role of CMAs in financial governance, aligning with global best practices.



Given the rigorous training and professional competence of CMAs, it is imperative to grant them due recognition in taxation matters. I sincerely urge the authorities to consider this request and amend the relevant provisions accordingly.
