Harish Agarwal Member Guwahati To, The Hon’ble Finance Minister, Government of India Ministry of Finance North Block, New Delhi Subject: Representation for Inclusion of Cost and Management Accountants (CMAs) as Recognized Accountants under the Income Tax Act Respected Madam/Sir, We, the undersigned members of the Cost and Management Accounting (CMA) fraternity, hereby submit this representation to seek the inclusion of Cost and Management Accountants (CMAs) as recognized accountants under the Income Tax Act. Justification for Inclusion: 1. Expertise in Taxation and Financial Management CMAs possess extensive knowledge of taxation, cost analysis, and financial management, making them well-equipped to assist individuals and businesses in tax compliance and financial structuring. 2. Enhancing Tax Compliance and Broadening the Tax Base Recognizing CMAs will increase the number of qualified professionals available for tax advisory and compliance, leading to greater accuracy in tax filings and higher tax collection efficiency. 3. Parity with Other Accounting Professionals Currently, Chartered Accountants (CAs) and Company Secretaries (CSs) hold recognition under the Income Tax Act. Including CMAs will ensure equitable opportunities for all finance professionals in taxation matters. 4. Support for Small and Medium Enterprises (SMEs) CMAs offer cost-effective financial and tax advisory services, making professional assistance more accessible to SMEs, startups, and other businesses striving for efficient tax compliance. 5. Alignment with Global Best Practices Many developed economies recognize multiple finance professionals, including CMAs, for tax-related services. Granting CMAs similar recognition will align India’s tax system with global financial governance standards. 6. Promoting Economic Growth and Financial Prudence CMAs specialize in cost control, efficiency enhancement, and financial planning, which are essential for economic development. Their contribution to tax advisory will help businesses optimize financial strategies, boosting overall economic growth. 7. Encouraging Professional Specialization in Taxation Including CMAs under the Income Tax Act will promote specialization in taxation and financial structuring, leading to better tax-saving strategies and financial discipline among businesses and individuals. Conclusion: Recognizing CMAs under the Income Tax Act will enhance the availability of qualified professionals, strengthen tax compliance, and improve financial governance. We request your esteemed office to consider this inclusion, which will benefit taxpayers, businesses, and the overall economy. We look forward to your positive consideration of this representation. Thank you.

Nandini Rajput Chhatrapati Sambhajinagar Key Reasons for Inclusion:
Expertise in Taxation & Compliance: Cost Accountants are extensively trained in direct and indirect taxation, financial reporting, and compliance. They play a crucial role in tax planning, assessment, and financial accuracy for businesses.
Enhancing Tax Administration Efficiency: Recognizing CMAs would improve taxpayer compliance, reduce tax evasion, and enhance the overall efficiency of the tax system by allowing a broader pool of qualified professionals to assist taxpayers.
Parity Among Financial Professionals: The Companies Act, 2013, GST Act, and other financial regulations already acknowledge Cost Accountants as competent professionals for auditing, certification, and compliance-related tasks. The Income Tax Act should align with these provisions.
Supporting MSMEs and Startups: India’s MSME sector and startups require cost-effective financial advisory services. Including CMAs would provide businesses with more options for professional services, ensuring better financial management at a lower cost.
Global Best Practices: Many developed economies recognize cost and management accountants as essential financial professionals. India must adopt a progressive approach by expanding the role of CMAs in taxation matters.

Shubham Kumar Student Bokaro, Jharkhand As we all know that, CMA qualification is equivalent to CA qualification. Under both the courses, the syllabus and weightage of Direct taxation are same. CMAs are also competent to deal with all matters related to direct taxes. Authorities/Officials should include CMA within the definition of Accountant under the proposed Income Tax Bill, 2025 for ease of doing business and to eliminate the monopoly of CA for the betterment of IT Administration, assessees, professionals and stakeholders. 20 Feb 2025, 03:25 PM
Harshita Devda Student Udaipur I would like to respectfully submit my support for the inclusion of Cost and Management Accountants (CMAs) in the definition of "Accountants" under the proposed Income Tax Code 2025. CMAs play a vital role in strategic financial management, cost optimization, and ensuring compliance with tax regulations. Their expertise contributes significantly to accurate financial reporting and informed decision-making, which are essential for maintaining transparency and accountability in the financial ecosystem.
Recognizing CMAs under the new tax code would not only acknowledge their professional competence but also enhance the overall quality of financial governance. This inclusion would provide taxpayers with a broader choice of qualified professionals, thereby promoting fair competition and improved service standards in the accounting profession.
I sincerely urge the concerned authorities to consider this request for the holistic development of the financial and taxation framework.
