I am writing to strongly advocate for the inclusion of Cost Accountants (CMAs) in the definition of "Accountant" under the New Income Tax Act 2025. This inclusion is crucial for the following reasons:

1. Addressing the Shortfall of Chartered Accountants (CAs): The current number of Chartered Accountants in India is insufficient relative to the population, creating a significant gap in the availability of qualified professionals to manage and audit financial records. By including CMAs, we can effectively bridge this gap.

2. Enhancing Economic Growth: The expertise of Cost Accountants in cost management, auditing, and financial control as well as in Taxation matters can contribute significantly to the efficient management of resources. This will, in turn, support our country's goal of achieving a multi dollar economy by ensuring financial accuracy and optimal resource allocation.

3. Ensuring Fair Competition: Including CMAs will foster healthy competition among professionals, leading to better service quality and innovative financial solutions. This inclusion will also acknowledge the valuable contributions of CMAs in various sectors of the economy.

4. Expanding Professional Opportunities: Recognizing CMAs under the Income Tax Act will open up new professional avenues and create more employment opportunities, thereby contributing to the overall economic development of the country.

In light of the above reasons, I respectfully request the government to consider the inclusion of Cost Accountants in the definition of "Accountant" under the New Income Tax Act 2025. This step will not only address the current shortfall but also leverage the unique expertise of CMAs to drive economic growth and development.

Many countries recognize Cost & Management Accountants (CMAs) as tax professionals. Their inclusion in India’s tax framework would align with global practices.
5MSMEs often require cost-efficient tax advisory services. CMAs can provide cost-effective solutions, reducing the burden on small businesses.

Recognizing CMAs in taxation will expand the pool of qualified professionals, enhancing accessibility to tax consultancy.
Currently, Chartered Accountants (CAs) hold a monopoly over tax audits and certifications. Including CMAs would create a more competitive and diverse tax ecosystem.

This would prevent over-reliance on one profession and encourage multi-disciplinary expertise.
CMAs have statutory recognition in GST audits, cost audits, and financial audits. Including them in Income Tax matters would further strengthen the tax system.

Their knowledge in cost-benefit analysis and performance audits can help in better tax decision-making.
Recognizing Cost Accountants as "Accountants" under the Income Tax Act, 2025 will enhance tax governance, improve compliance, and support businesses with efficient financial management. Given their professional expertise, adding CMAs will diversify the tax profession and improve overall tax administration.

Respected Sir/Madam,

We, the undersigned members of the Institute of Cost Accountants of India (ICAI) and concerned citizens, request the inclusion of "Cost Accountant" in the definition of "Accountant" under the proposed Income Tax Bill-2025.

Justification:

Cost Accountants, recognized under the Cost and Works Accountants Act, 1959, have expertise in taxation and compliance.

They contribute significantly to tax assessments and financial decision-making.

Many countries recognize multiple financial professionals for tax compliance, ensuring a broader talent pool.


Request:

We urge Parliament to amend the Income Tax Bill-2025 to:

Include "Cost Accountants" in the definition of "Accountant."

Provide equal professional opportunities in taxation and compliance.
