I RAMA SHARMA Member VIZIANAGARAM Here are the reasons
Reasons to Include CMA Under Accountants Definition
1. *Relevant Skills*: CMAs possess the required skills, as they handle various aspects of indirect and direct costs, beyond just cost accounting.

2. *Reducing Monopoly*: Including CMAs will prevent the concentration of power and reduce dependence on a single profession (CA), promoting healthy competition.

3. *Comprehensive Curriculum*: The CMA curriculum covers income tax in detail at the Inter and Final levels, demonstrating their expertise in taxation.

4. *Diverse Perspective*: With multiple income tax and audit-related frauds emerging, corporates can benefit from the unique perspective and expertise of Cost Accountants (CMAs) in identifying potential risks.

Arun Student Kerala Tax audit should not be an exclusive right of any one particular profession alone. There should be a level playing field for both CA and CMA with respect to Tax audit. Inclusion of CMA who are already recognised under GST as Tax auditor , so demand by CMA is legit and they must be included under the definition of 'accountants' under the New Income Tax act ,earlier Income Tax bills includes CMA's as well. I support this cause 21 Feb 2025, 09:23 PM

Ajit Kumar Tutika Student Pune I strongly support the inclusion of Cost Accountants in the definition of 'Accountants' under Section 515(3)(b) of the proposed Income Tax Act, 2025. Cost and Management Accountants (CMAs) play a crucial role in financial reporting, cost control, and strategic decision-making, contributing significantly to the nation’s economic growth. Recognizing CMAs in the Income Tax Act will ensure fair representation, leverage their expertise in taxation and compliance, and enhance the quality of financial governance. I urge the authorities to consider this demand and amend the Act accordingly. 21 Feb 2025, 09:22 PM

sayeed pune Reasons to include CMA under Accountants definition. 1. CMA are not only look after cost roles but also different field of Indirect and direct cost hence CMA is having the required SKILL 2. Concentration of power always create monopoly for certain member of institute but including CMA will reduce the concentration risk to depending only of CA. 3. Curriculum of CMA includes income tax in detail in Inter and Final Level. 4. We know there are multiple frauds are coming out relating income tax and audit hence it is necessary that corporate should also get different angle from cost accounts. 21 Feb 2025, 09:22 PM

DEEPAK KUMAR Member Neyveli/ Tamil Nadu Allowing cost accountants to conduct tax audits can bring several benefits to businesses and the economy. Here are some key arguments in support of this proposal:

1. Expertise in Costing and Taxation

Cost accountants (CMAs) are well-versed in cost management, taxation, and financial analysis. Their expertise enables them to assess tax compliance efficiently, ensuring accurate reporting and preventing revenue leakages.

2. Enhancing Audit Quality and Compliance

With their specialized knowledge of cost structures and tax laws, cost accountants can conduct tax audits with a deep understanding of indirect taxes (GST, customs, etc.) and direct taxes, reducing tax evasion and enhancing compliance.

3. Reducing Workload on Chartered Accountants

Currently, only Chartered Accountants (CAs) are allowed to conduct tax audits. By allowing CMAs to share this responsibility, the burden on CAs can be reduced, ensuring faster processing of audits and reducing bottlenecks.

4. Global Best Practices

Many countries allow cost accountants or management accountants to perform tax audits. India can align with global best practices by recognizing the competence of CMAs in tax auditing.

5. Better Cost-Benefit Analysis for Businesses

CMAs have a strong grasp of cost structures, enabling them to provide insights into tax efficiency and cost optimization while conducting tax audits. This helps businesses make informed financial decisions.

6. Strengthening the Tax Ecosystem

By broadening the pool of professionals eligible to conduct tax audits, the government can improve tax compliance, widen the tax base, and enhance the overall efficiency of the taxation system.

7. Regulatory and Legal Framework Support

The Institute of Cost Accountants of India (ICAI-CMA) is a recognized statutory body under the Cost and Works Accountants Act, 1959. CMAs already conduct cost audits and GST audits, proving their capability to handle tax audits responsibly.

Conclusion

Allowing cost accountants to perform tax audits would be a progressive step toward strengthening India’s tax administration, improving compliance, and reducing the audit burden on existing professionals. With their specialized skills, CMAs can contribute significantly to tax governance and economic development.
