I'm semi qualified cost accountant under the board of institute of cost accountants of India.
In our syllabus we are studying direct taxation, Indirect taxation , Corporate law, International taxation, Financial accounting, Auditing and Financial Management.
And we are also practice the same under our practical training.
Hence we are also eligible for conducting tax audit and other related clarification work related to tax audit.

I don't know when the name of CMAs were included in all drafts of DTC made during previous govt. then why they have not considered. We study income tax in depth at both intermediate and final level and have same syllabus as compared with CA profession.

Finance Minister has started in the Statement of Objects and Reasons for enacting New Income Tax Act 2025 by replacing old Income Tax Act 1961 burdened with numerous amendment over the years hampering tax administration efficiency and high compliance cost by the tax payers. Therefore restricting definition of Accountant only within the inclusion of Chartered Accountant shall defuse the purpose of of new law as Monopoly always make suffer the service consumers and inclusion only Chartered Accountant is nothing but curtailing the options of service receiver can act as deterent to having competitive compliance cost and efficiency in tax administration. Moreover India is a global player in world economy and quality in professional service is a must to attract foreign investors. To cite the instance of United Kingdom, there are multiple professional bodies of Accountants , viz. ICAEW, CIMA, ACCA, CPFA, FAIA, Chartered Institute of Taxation and they are all given level playing role and just for 60 million population, similarly, Institute of Public Accountants, Institute of Chartered Accountants of Australia and Newzealand, CPA(Australia) etc similar situations in Canada, South Africa where hardly there is any Monopoly. Again indian CMA are recognised as Accountant to act as Financial Auditor by PAOSB and India with 1'5 billion population needs more professional bodies of Accountants such CPA India, IIA(recommend by Parliamentary Standing Committee on Finance in CA/CWA/CS Amendment Bill 2022). Therefore, widening the definition of Accountant under Clause 2(1) read with Clause 515(3)(b) in the newly introduced Income Tax Bill 2025 is not only an imperative but a parliamentary obligation in the best of national interest and inclusion of CMAs and CSs within the meaning of Section 2(1)(b) of Cost Accountants Act 1959(as amended) , holding a certificate of practice and Company Secretaries within the meaning of Section 2 (1)(b) of the Company Secretaries Act 1980 is a must in order to achieve the objectives and justify the reasons as stated by Hon'ble Finance and Corporate Affairs Minister at the of the Income Tax Bill 2025 otherwise it is likely to be parliamentary miscarriage of the efforts of government to make new law by replacing the draconian IT law enacted 64 years ago. Therefore, widening the definition of Accountant in the Income Tax Act 2025 is a necessity to make india Viksit Bharat by 2047 by adopting global Practices' and standard. To conclude CMAs and CSs are at par CAs every sphere of Indian socio-economic and industrial .development and monopolizing one perticular profession is a gross injustice for the remaining equal and equivalent professionals in the domain of Indian corporate governance and compliance management . Therefore the Parliamentary Standing Committee on Finance must revisit the Bill refered to and give recommendations for inclusion of CMAs and CSs keeping it status quo as was in the draft bill 2024 and I while heartedly support the cause . 20 Feb 2025, 06:18 AM
