Subject: Petition for Inclusion of "Cost Accountant" in the Definition of "Accountant" under the Income Tax Bill 2025

Respected Sir/Madam,

I, the undersigned CMA student and concerned stakeholder, respectfully submit this petition to seek an amendment in the proposed Income Tax Bill 2025 to include "Cost Accountant" within the definition of "Accountant."

Background & Justification

The current definition of "Accountant" under the Income Tax Act primarily recognizes Chartered Accountants (CAs), thereby restricting the role of Cost Accountants in tax-related matters. Cost Accountants, registered under The Cost and Works Accountants Act, 1959 (now The Cost and Management Accountants Act, 2021), possess expertise in taxation, financial management, cost auditing, and compliance.

Given the evolving complexity of financial regulations and taxation, recognizing CMAs as eligible professionals for tax audits and certifications will:

Strengthen the financial reporting and compliance ecosystem.

Enhance efficiency in taxation processes.

Provide businesses with a broader range of qualified professionals for financial attestation.

Ensure parity and equal opportunity among qualified accounting professionals.

Request for Amendment

I urge the Hon’ble Parliament to amend the definition of "Accountant" in the Income Tax Bill 2025 to explicitly include "Cost Accountant" along with "Chartered Accountant." Such an amendment will align with global best practices, where cost and management accounting professionals are entrusted with taxation responsibilities.

Conclusion

In light of the above, I humbly request the Parliament to consider this petition and take necessary legislative action to amend the relevant provisions. Recognizing Cost Accountants as eligible professionals under the Income Tax Act will contribute significantly to India's financial and economic governance.

I look forward to your positive response and am willing to provide further justifications, representations, or discussions as required.
